Add mayonnaise, chives, lemon juice & zest, horseradish, dijon mustard, salt & pepper to a medium bowl and stir until combined. Then, add in the chopped lobster meat and celery. Stir to coat. Taste and adjust the amount of salt & pepper to your preference. Then, transfer lobster salad to the fridge for 15-30 minutes before assembling the rolls.
